Ben Emmerson

The Special Rapporteur for Counterterrorism was appointed by the Human Rights Council in 2005 to promote and protect fundamental human rights threated during counterterrorism operations. At the start of this year Ben Emmerson was tasked with conducting an investigation into targeted killings in drone strikes in Afghanistan, Pakistan, Yemen, and Somalia. Around 20 strikes will be studied to assess the extent of any civilian casualties and determine their legality. The inquiry will report in the autumn of this year. In 2012 he drafted a report calling for reparations to be paid to victims of terrorism. Emmerson is a former barrister in London and has worked in domestic and international courts.Ben Emmerson
