AOAV’s review of unsolved murders in London over the past decade has found that murder cases are far more likely to remain unresolved when the victim is a young Black man or when the killing involves a firearm.
In finding this out, we hope to raise meaningful questions about how to regain community trust in London’s policing, what can be done about improved witness cooperation and how to address what might seem, to some grieving families, as unequal access to justice.
Key Findings: unsolved murders in London (2015–2024)
- Between 2015 and 2024, there were 1,222 homicides recorded in London. Of these, 111 cases (9%) remain unsolved (at time of publication).
- Between 2019 and 2023, firearms were used in 38% of all unsolved London murder cases, compared to 8.7% of all homicides (solved and unsolved). Shootings appear to be more than four times more likely to remain unsolved than other methods of killing.
- Non-White British individuals made up 93% of all unsolved murder victims in London between 2019 and 2023. Between 2019 to 2023, non-White British individuals accounted for 61.7% of reported homicides.
- The average age of homicide victims in London is approximately 36 years old (2019 – 2023). For unsolved cases, the average victim age dropped to 28 (2019 – 2023)
- Black Londoners represented a disproportionate 71.4% of all unsolved murder cases (2019 – 2023); by contrast Black Londoners were victims in 40.1% of all homicides, solved and unsolved (2019-2023).
Overview
An analysis of all unsolved homicides in London over a ten-year period (2015 – 2024) has revealed five key findings, patterns that became even more striking when we compared that data with overall London homicide statistics (between 2019 and 2023).
First, 9% of all homicides in London between 2015 and 2024 remain unsolved as of writing. While some attempts towards justice collapsed at various stages of the judicial process, many have no viable leads at all, and will likely remain cold for years to come. That’s 111 lives cut short without justice, 111 families left in limbo, still waiting for answers that may never come.
By year, the unsolved killings breaks down as:
- 2024: 5
- 2023: 7
- 2022: 7
- 2021: 7
- 2020: 6
- 2019: 15
- 2018: 26
- 2017: 17
- 2016: 14
- 2015: 7
Second, a notable disparity was the ethnicity of victims of unsolved killings. 92.8% of unsolved homicides involved non-White British victims. In London 36.8% of the population identify as White British according to the 2021 Census.
Third, shootings emerged as the arguably hardest serious crime for the Metropolitan police to solve, appearing in unsolved cases at roughly four times higher than their appearance in all murders (solved and unsolved). Between 2019 and 2023, firearms were involved in 38% of all unsolved murder cases in London. By contrast, between 2019 and 2023, shootings accounted for just 8.7% of all (solved and unsolved) homicides. The speed and distance at which gun attacks occur, often with stolen or untraceable weapons, makes identifying suspects far more difficult than in knife attacks – an issue added to given the frequent absence of DNA or blood-splatter evidence. In many cases, witnesses appear either too far away to be certain of that they saw or too fearful to come forward.
Fourth, the victims of unsolved killings are disproportionately young, with an average age of just 28. This figure – drawn from all unsolved murders 2019 and 2023 – seems to reflect the deadly toll of street and gang violence, where young people are increasingly drawn into situations that end in life-altering, or life-ending, consequences. It also reflects that older people are more likely to be killed by people intimately known to them and so presents a relatively easier case to solve.
Finally, and perhaps most striking, is the disproportionate impact on London’s Black community. Black victims accounted for 71.4% of all unsolved homicides between 2019 and 2023. This compared to 40.1% of total homicides city-wide between 2019 and 2023. With Black Londoners making up just 13.5% of the population, they are overrepresented in unsolved killings by a factor of five.
Methodology

Data on unsolved homicides were drawn from MurderMap, a publicly available database recording homicides in London. All cases listed as unsolved between 2015 and 2024 were extracted and entered into a structured dataset. Each case was coded against a consistent set of variables, including age, ethnicity and method of homicide. Case-level information was then cross-checked manually against contemporaneous media reporting and, where available, subsequent coverage to identify updates relating to investigations, charges and judicial outcomes. This process aimed to reduce classification error and ensure that case status reflected the most recent publicly available information. The dataset was then independently double-checked by a second researcher.
For comparative purposes, a second dataset was constructed using all London homicide data, both solved and unsolved, published by Action on Armed Violence for the period 2019–2023. These data were used to derive period averages and provide a benchmark against which the characteristics of unsolved cases were assessed.
Accordingly, figures describing the characteristics of all 111 unsolved cases may refer to 2015–2024, while comparisons between unsolved and overall homicide patterns generally use the overlapping 2019–2023 period. Percentages from the two periods therefore have different denominators and should not be combined.
For the purposes of this analysis, a case is classified as unsolved where, at the time of writing, no individual is facing an active homicide prosecution and no individual has been convicted or otherwise held criminally responsible for the killing. Cases in which no suspect has been identified, a suspect has been identified but not charged, or a suspect is believed to be outside the jurisdiction of UK law enforcement are therefore included. Cases in which charges were previously brought but later discontinued, collapsed at trial or resulted in acquittal are also treated as unsolved.
By contrast, cases are removed from the unsolved cohort once a live homicide prosecution is under way or an individual has been convicted or otherwise held criminally responsible. This means that the classification reflects current case status rather than whether a suspect has ever previously been charged.
Ethnicity was coded on the basis of descriptions used in contemporaneous and subsequent media reporting. Classifications were recorded only where ethnicity was explicitly stated or could be inferred consistently across multiple sources. To limit over-interpretation, broad analytical categories were applied, including White British, Black, Asian, Middle Eastern or Arab, Eastern European and Latin American. This approach necessarily relies on proxy indicators and may not reflect individuals’ self-identification. Ethnicity is therefore used here only for aggregate analysis and pattern identification, rather than as a definitive statement of identity.
Data integrity checks identified one case initially classified as unsolved in MurderMap that had in fact been resolved: the 2021 murder of Frank McKeever. Subsequent updates were incorporated as case status changed. Following the initial data collection in mid-2025, Ahmed Jama was reclassified after a suspect was charged following extradition proceedings, and Piotr Woroniecki was removed after a suspect was sentenced. Further updates incorporated charges brought in connection with the killings of Jonah Ho-Shue, Tiffany Regis and Kamonnan Thiamphanit, as well as the two 2024 Walthamstow fire deaths. All statistics reported in this analysis reflect these revisions.
Data examined
The aim of this analysis was to move beyond assumptions and let the data tell its own story about who is most affected by London’s unsolved homicides. Age, sex, and ethnicity were critical categories for identifying patterns within the vast lists produced by MurderMap, and they also proved invaluable for cross-referencing, ensuring news reports aligned accurately with the cases they described. The method of killing was another key factor, offering insight into the kinds of crimes victims were caught up in and raising questions about why certain groups appeared more frequently in the dataset. Examining the judicial journey of each case, whether it went to trial and collapsed, or stalled from the outset with no viable leads, gave details to the label of “unsolved.” While many of these cases involve suspects or fragments of evidence, legal and procedural barriers often prevent that information from being used to secure convictions. It should be noted that the word “unsolved” can evoke an image of cases left cold and untouched, but in reality it often masks the painstaking work that Met officers continue to put into finding answers, even when justice remains elusive.
Ethnicity

Between 2015 and 2024, the ethnic breakdown of London’s 111 unsolved murder victims highlights stark disparities. Non White British individuals accounted for 92.8% of all cases.
Between 2019 and 2023, Black Londoners represented an average of 40.1% of all homicide victims (solved and unsolved), Of note, Black Londoners in this period comprised 71.4% of unsolved cases.
This persistent “clear-up gap” leaves many of the city’s most marginalised families waiting years, sometimes decades, for justice. While this may reflect elements of institutional racial discrimination, it is also tied to challenges in engaging with and obtaining information from certain minority communities.
With 80.7% of Met officers being White, compared to 53.8% of London’s population (36.8% being White British), officers may struggle to build trust within communities that are underrepresented in the force.
As the criminologist Peters Squires, Professor of Criminology & Public Policy at the University of Brighton told AOAV: “the poor links that police have in many ethnic minority communities will probably make it more difficult for them to investigate crimes there – irrespective of whether they make as diligent an effort to solve these cases as they do in the case of white victims.”
The disparity may also stem from the differing nature of crimes committed against particular groups. For example, young Black men are statistically more likely to be victims of street shootings, which are among the most difficult crimes to solve. Such incidents often occur rapidly, with limited reliable evidence, and the high-risk nature of the violence can deter potential witnesses from coming forward.
Weapons

Between 2019 and 2023, London averaged 124.6 homicides a year, with stabbings accounting for 65.3% of all killings and shootings just 8.7%. Yet among the 42 murders from this period that remain unsolved, shootings make up a striking 38%, over four times their share of the overall homicide total.
Shootings are among the hardest crimes to solve: often carried out in public spaces, increasingly using e-bikes and mopeds for quick getaways, and leaving little trace beyond spent shell casings. Offenders typically conceal their identities with balaclavas, making CCTV footage of limited use. In several unsolved cases, victims were innocent bystanders, hit by ricochets or targeted in cases of mistaken identity, leaving detectives with no clear motive or suspect pool to pursue. Again, as Professor Peter Squires said – in the cases of gun related homicide, “there is a profound disinclination on the part of victims to report to or co-operate with the police and a reluctance of witnesses or other ‘implicated’ persons to contact the police.”
Stabbings, by contrast, remain the most common method of homicide in London and account for the largest share of unsolved murders at 46.8%, though they are slightly underrepresented relative to their prevalence. They often yield more forensic evidence and may occur in situations with more identifiable suspects, giving investigators more to work with.
Looking separately at the wider ten-year dataset of 111 unsolved murders between 2015 and 2024, Black victims accounted for 83.7% of unsolved shooting victims, 36 people, and 73.5% of unsolved stabbing victims, 39 people.
These figures relate to the ten-year dataset, rather than the 42 unsolved murders used in the 2019–2023 comparison above.
Sex

Of the 111 unsolved murder victims in London, four were women, accounting for 3.6%, while men made up the overwhelming majority at 96.4% (107).
The women were Mohanna Abdhou, 20; Maureen Whale, 77; Zoe Orton, 46; and Joanna Borucka, 41. The four female cases varied considerably in circumstance, including a public shooting, a strangulation in a home, a death following a burglary and the case of a woman whose body was found concealed in a suitcase.
Of note, solved female victims’ deaths typically occurred in domestic or targeted settings, involving methods like arson, strangulation, or blunt-force trauma, often behind closed doors. These types of crimes tend to be easier for detectives to investigate, as they often involve known suspects and clearer motives.
Age

Unsolved homicide cases in London disproportionately involve younger victims, with the average age standing at 28, nearly a decade younger than the city’s overall average victim age of 36.
This troubling trend reflects how many young people become caught up in street crime, gang disputes, or violent group altercations, often after nights out. The widespread carrying of knives in today’s urban environment means that conflicts which might once have been dismissed as youthful recklessness can now have deadly consequences.
By contrast, male victims were predominantly killed in public spaces, usually by knives or guns, reflecting the violent realities of street crime.
Between 2019 and 2023, homicide victims were 80.4% male and 19.6% female overall, but this sex gap widens dramatically in unsolved cases. London’s unresolved murders are overwhelmingly concentrated among young men, particularly those killed in street violence. The four female victims in the wider 2015–2024 unsolved dataset died in markedly different circumstances and had an average age of 46.
In contrast, murders involving older victims tend to occur in domestic settings or involve acquaintances with clearer motives, making it easier for police to identify and prosecute suspects. This difference in circumstances is likely to contribute to why unsolved murders skew younger. Cases involving young victims frequently arise in chaotic, fast-moving situations where witnesses are reluctant to come forward and evidence is limited, resulting in a persistent challenge for law enforcement.
Challenges facing justice
Of the 111 unsolved homicide cases analysed, 58.6% remain without any clear lead. The remaining 41.4% have seen some investigative or judicial progress but have still not resulted in a conviction. This includes 20.7% of cases in which suspects were arrested but later released or cleared, 17.1% that proceeded to trial before collapsing, and 3.6% in which an identified suspect is believed to have fled abroad.
This breakdown reveals the Metropolitan Police’s ongoing challenges in engaging minority communities to secure witnesses and gather evidence.
While many unsolved cases do have suspects or investigative leads, progress can be blocked by evidential, procedural and jurisdictional barriers, highlighting the complexity of resolving violent crime in London.
Case Study 1: James Owusu-Agyekum
On November 2, 2016, James was fatally shot five times in a tragic case of mistaken identity. Having paused his Business studies course at university to care for his disabled mother, James was at home when two suspects, riding mountain bikes with their hoods up, opened fire through the front door. Four bullets struck him in the back, and a fifth hit his arm. He died in his mothers arms after telling her “Mum, I haven’t done anything to anyone… I don’t like trouble.”
Believed to be caught up in a local gang dispute, the suspects fled the scene, with CCTV footage showing them escaping on their bikes. Despite this evidence and a reward of £20,000 offered, the case remains unsolved nearly a decade later. James was a popular figure in his community and a devout Christian. His death underscores the heartbreaking reality for many young Black-British victims, caught innocently in violent clashes yet denied justice.
Case Study 2: Taofeek Lamidi
On New Year’s Eve 2017, just two days shy of his 21st birthday, Taofeek, known to friends as Cyrus, was stabbed repeatedly and died from wounds to his heart. A young man of Nigerian heritage who had recently left the care system, Taofeek had a disagreement earlier that day with Ahmed Mohammed, the suspect, which led to a fight at a local recreational ground. Later that evening, armed with a knife and driven back to the scene by a friend, Mohammed confronted Taofeek again, resulting in the fatal stabbing. Two medical professionals on-site attempted a life-saving blood transfusion, but Taofeek was pronounced dead at 8:20 pm, surrounded by friends. Shortly after, Mohammed fled to Nairobi, Kenya, halting all efforts to bring justice. Taofeek’s tragic death illustrates how impulsive, youthful conflicts can now have fatal consequences, and how suspects can evade justice by simply crossing borders, even when key witnesses and photographic evidence exist.
Case Study 3: Abraham Badru
On March 25, 2018, 26-year-old Abraham Badru was shot at close range with a rented shotgun as he unloaded shopping from his car in Hackney. His killing marked a tragic end to a life defined by both courage and fear. At just 14, Abraham had intervened to stop a gang rape at a party and, despite his mother’s pleas, testified in court against the attackers. His bravery led to nine convictions (including one a life sentence) and earned him a Metropolitan Police bravery award. But bravery came at a cost. Soon after, he began receiving death threats such as, “You’re dead meat, you’re a snitch.”The intimidation left him so anxious he stopped going out altogether. Determined to rebuild his life, Abraham moved to Bristol to finish his A-levels, later earning a master’s degree at Gloucester University. In 2016, he returned to London to work as a personal trainer, only to encounter one of the men he had helped convict. Soon after, his car was vandalised, its tyres removed and windows smashed.
By 2018, Abraham was preparing to leave Hackney, but before he could move, he was gunned down. Despite clear motives, all those convicted in the gang rape case had alibis for the night of his murder. Police also investigated a woman Abraham had been speaking to in the months before his death, who was on the phone to him at the moment he was shot, but the lead went nowhere. Detectives have since described facing a “wall of silence” in the community, with no witnesses coming forward. Abraham’s story serves as a reminder of how violent crime can consume the lives of innocent bystanders, and how even in cases with obvious lines of inquiry, fear and mistrust can stifle attempts at justice. This case and others like it provide justification for the community’s reticence to come forward with information for the police.
MET Police Response
Commander Paul Brogden said of this report: “We know serious violence disproportionately affects certain communities, particularly young black men, who have the lowest trust in policing. This means sadly victims or witnesses are less likely to come forward and trust us. As this report outlines, that is an added complexity following shootings or stabbings on the streets, where identifying suspects requires more detailed investigative work, particularly when compared to domestic murders. While we use every tool at our disposal such as CCTV and forensics, often it’s witness evidence which can prove vital in securing convictions.
“London’s homicide rate is at a record low. Met’s detectives are among the best in the world, securing an arrest, charge or conviction in more than 95% of cases last year. Over the past decade, we have solved more than 1,000 homicides. We pursue every case relentlessly, regardless of a victim’s background, and no investigation is ever closed. Every case is kept under constant review, and we remain determined to deliver justice for every victim and their families.
“We know that there is more to do and progress is being made in rebuilding trust, through initiatives such as the London Race Action Plan, and a recent report by Dr Shereen Daniels which examined how the Met is responding to racism and discrimination. This will help us raise confidence in us as we drive down on serious violence, solve more cases and put the most dangerous offenders behind bars.”
Conclusion

London’s unsolved murders are not random. They appear to be very much concentrated among young Black men and in cases involving public, firearm-related violence.
Between 2019 and 2023, Black Londoners accounted for 71.4% of victims in unsolved cases, compared with 40.1% of homicide victims overall. Shootings, while relatively rare, were far more likely to go unsolved, making up 38% of cold cases but just 8.7% of all killings. Victims in these cases were also younger, with an average age of 28.
What this points to is a clear imbalance in how justice is delivered. The same groups most exposed to lethal violence are also those least likely to see it resolved. Where cases stall, trust erodes, cooperation declines and the conditions that frustrate investigations are reinforced.
The result might well become a self-perpetuating gap in outcomes. London’s cold cases are not only a measure of investigative difficulty, but they might even suggest unequal protection under the law. This would be hard to prove, but amongst Black Londoner communities this might feel like a lived truth. Detailing this – as this project does – is one attempt to address that.
Recommendations
First, rebuild trust by making homicide investigations visibly accountable to the communities most affected. That means properly resourced, long-term neighbourhood liaison attached to murder teams, alongside routine publication of clear-up rates and case outcomes broken down by borough, age, and ethnicity. It also means diversifying the Met’s investigative ranks.
Second, treat gun-enabled killings as an perational problem, and fund them accordingly. The Met should expand specialist firearms forensics and intelligence capacity, prioritise rapid retrieval and analysis of CCTV and phone data in the first 48 hours, and invest in focused disruption of the small number of networks that supply and move weapons.
Third, strengthen witness protection and support. Dedicated funding for relocation, safeguarding, trauma-informed counselling, and independent legal advice for witnesses should be routine in serious violence investigations, with pathways for anonymous intelligence that can be converted into admissible evidence.
Fourth, reduce the flow of young men into the high-lethality situations that drive these cold cases, by concentrating prevention where risk is highest and time is shortest. That means sustained, properly evaluated youth-work and mentoring in the streets and estates most affected, violence interruption that is independent but closely co-ordinated with public services, and tighter scrutiny of repeat locations and repeat victims to stop retaliatory cycles before they transmute, terribly, into murder.

Edits were made to this report on 26 August 2026 to clarify which findings refer to the full 2015–2024 dataset and which use the 2019–2023 comparison period. The report was further updated on 11 September 2026 to include the unsolved murder of Joanna Borucka, which had been omitted from our original extraction of the Murdermap data. The relevant totals and percentages have been revised accordingly.
