A senior MoD policy adviser, N1803, told the Afghanistan Inquiry that a UK Special Forces tactic repeatedly ending in detainee deaths may have drifted beyond the Rules of Engagement, creating the conditions for “manufactured” self-defence killings and exposing the UK to serious legal and political risk.
